The Government Service Insurance System (GSIS) has once again opened its scholarship program for granting scholarships to deserving children or dependants of low-income members and pensioners as part of the pension fund’s corporate social responsibility program.

Qualified GSIS members may nominate their children or dependent to the scholarship if they are incoming freshmen who have been accepted in any four- or five-year course or in priority courses in Commission on Higher Education (CHED)-recognized schools.

Four hundred (400) scholarship slots shall be awarded to qualified member-applicants with the lowest annual basic salary.

The Government Service Insurance System is a government-owned and controlled corporation of the Philippines. GSIS is a social insurance institution that provides a defined benefit scheme under the law. It insures its members against the occurrence of certain contingencies in exchange for their monthly premium contributions. Its members are entitled to an array of social security benefits, such as life insurance benefits, separation or retirement benefits, and disability benefits.

GSIS is also the administrator of the General Insurance Fund and provides insurance coverage to government assets and properties that have government insurable interests.

It is not possible for non-government employees, self-employed or non-working persons to become members of the GSIS. Instead, they are covered by the Social Security System (SSS).

The GSIS covers all government workers except:

  • Members of the Judiciary and Constitutional Commissions who are covered by separate retirement laws;
  • Contractual employees who have no employee-employer relationship with their agencies;
  • Uniformed members of the Armed Forces of the Philippines and the Philippine National Police, including the Bureau of Jail Management and Penology and the Bureau of Fire Protection.

The principal benefit package of the GSIS consists of compulsory and optional life insurance, retirement, separation and employee’s compensation. It offers the following loan products to assist you with your financial needs: Enhanced Consolidated Salary Loan (ConsoLoan) Plus, Policy Loan, Enhanced Emergency Loan, Pension Loan, and Pensioners Emergency Loan.

The Commission on Higher Education is the governing body covering both public and private higher education institutions as well as degree-granting programs in all tertiary educational institutions in the Philippines.

To date, It has continues to provide poor and deserving Filipinos opportunities to quality higher education as articulated in its Long Term Development Plan provisions for “Access and Equity” with the establishment and maintenance of scholarship, grants-in-aid and loan programs.

Students with earned units in college whose weighted average is at least a passing grade for the last two semesters and enrolled in identified priority courses in duly authorized public or private HEIs.

Major setbacks in Obtaining Academic Grants

One of the prevailing concerns for prospective students worldwide – at graduate level and otherwise – is funding. With many countries still seeing rising tuition fees, alongside cuts to government-funded financial aid, obtaining sufficient funding and managing debt are often the biggest obstacles facing students who wish to pursue further education.

To start with, the cost of graduate study can be overwhelming simply to work out. Depending on the location and your circumstances, you may need to account for some or all of the following: tuition fees, semester fees, student services fees, course material expenses, food, travel, accommodation, visa and health insurance costs, childcare and personal expenses. For some, there’s also the “opportunity cost” to calculate, meaning the cost of time spent taking a career break.

 

Level/Field of study:

The scholarships are available for pursuing the undergraduate programme in any of the field of study in any University in the country.

Host Nationality:

The GSIS scholarship is hosted by the government of Philippines.

Eligible Nationality:

Scholarship is open to indigenous candidates who are dependants of the permanent employees in the government, and are regular GSIS members from Philippines.

Scholarship Benefits:

These opportunities has value that includes;

A scholar shall be entitled to the following benefits during his/her 4- or 5-year course:

  • Actual cost of tuition and miscellaneous fees not to exceed Php40,000.00 per academic year, regardless of the number of terms (not to include summer classes and provided that the course is finished within the regular duration prescribed by the school for that 4- or 5-year course);
  • A monthly stipend of Php3,000.00; and
  • A scholar who graduates with Latin honor shall be awarded a monetary incentive of Php 20,000.00 for cum laude, Php30,000.00 for magna cum laude or Php50,000.00 for summa cum laude.
  • All payments of benefits shall be coursed through the school where the scholar is enrolled. The scholar has the option to receive his/her stipend either through the school or directly from the GSIS Central Office.
  • Any amount in excess of the maximum benefits provided above shall be borne by the scholar.

Scholarship Number:

About Four hundred (400) scholarship slots shall be awarded annually to qualified member-applicants with the lowest annual basic salary. The slots shall be allotted proportionately per region. These shall be based on the existing members

Eligibility:

The following criteria must be met in order for applicants to be eligible for the scholarship:

All active GSIS members [with premium payments for the last six (6) months] may nominate, provided that:
  • They are permanent employees in the government, who are regular GSIS members at the time of application, with at least three (3) years of service;
  • They are at salary grade (SG) 24 or below or its equivalent job level; and
  • They have incoming college freshmen-dependants who are accepted in or taking up any 4- or 5-year course or in priority courses (Annex A) identified by the Commission on Higher Education (CHED), in aHigher Education Institution (HEI) with its own charter or a school qualified by the CHED as Levels IV and III, Autonomous or Deregulated (AnnexB). 
  • Likewise, all Permanent Total Disability (PTD) pensioners who are below sixty (60) years of age may nominate their children for scholarship, with their last compensation to be used as basis for the selection process.

Application Procedure:

Interested application must fill up the needed form which can be obtained from any GSIS office or may download the same from the GSIS website (www.gsis.gov.ph).

Duly accomplished application forms must be submitted to the nearest GSIS office.

Other documents required are the following:

For all applicants:

  1. Birth Certificate of dependent;
  2. Certificate of employment of the member1 (not a requirement for PTD pensioner-applicants);
  3. Certification from the school that the nominated scholar is accepted as incoming college freshmen dependents during the current academic year

Additional Requirements: For Persons With Disability (PWD), Indigenous People (IP) and Solo Parent (SP) applicants:

  1. Endorsement from the head of agency/office attesting to the veracity of claim that applicant belongs to above mentioned sectors; and
  2. Government-issued authentication i.e., PWD ID from the local social welfare development office (LSWDO) or National Council on Disability Affairs; Certificate of Confirmation of Tribal Membership from the National Commission on Indigenous Peoples; and SP ID from LSWDO.

Scholars shall be given thirty (30) days, from the first date of publication of the list of qualifiers in a newspaper of general circulation, within which to submit the following requirements at the nearest GSIS Office:

  1. Information Sheet with latest 2 x 2 I.D. pictures (2 pieces); and
  2. Enrollment Assessment Form (if already available).

Failure to submit said requirements within the given period shall render the grant forfeited.

Application Deadline:

The GSIS started to accept applications for the enhanced GSIS Scholarship Program (GSP) for Academic Year 2018-2019 from April 16. and the Deadline of application will be on June 15.
